Park at Memorial Park. It is free and no time limit. I just did a trial run up the peak yesterday. Start line is on Manitou Ave right in front of City Hall. Cog tickets must be purchased at the bottom, not at the summit. The only one way down you can buy is the last train of the day, risky with the afternoon storms unless you sit in the summit house all day.
