questions on medals and cut-off times

Hi all, I'm a newbie who'll be running the Ascent and have a couple questions. First, I reviewed the online handbook and am confused about where we receive our medals. I know we get our shirts back down in Manitou, but do we get our medals at the finish line on the summit, or is that at the park in Manitou as well? Second, how do we as runners know if they've moved up the cut-off times due to inclement weather? And what criteria do they use to determine whether the cut-offs must be changed? Do they move up the cut-offs or turn runners back at the A-Frame because of weather extremes like lightning or white-out conditions? Or would rain, wind, bitter cold wind chills, etc. make the race organizers modify the cut-offs? I'm paranoid because I'm pretty sure I'll be in the back half of the pack and I saw that the 10-day forecast includes 60% chance of rain on the 18th (of course, there's plenty of time for that to change and it probably will. :) ) Thanks so much for all your help!
